The answer is somewhat simple, and it is that, despite the fact that Buggy has not shown signs of displaying enormous power and his crew is in the same condition, there is evidence that since the events of Orange Town, he and his comrades have made great strides towards power. Although the audience still doubts if they will have what it takes to be on top of the seas.
The revelation of Buggy’s power

In fact, the series has not revealed what exactly the character did to get the Yonko title, so there is a lot of speculation among the audience.
Interestingly, whoever obtains this title is a potential Pirate King. In this way, Buggy is likely to become one. On the contrary, Buggy couldn’t have gotten this far thanks to his abilities; nevertheless, it is likely that his position as a Yonko is related to some specific feat while almost everyone was fighting in Wano.
Another theory is that Buggy found Captain John’s treasure, a pirate known for breaking away from the Rock Pirates. A lot of people consider said teroso to be the second most valuable, only after One Piece, and Buggy is years behind him, so it wouldn’t be surprising if his dream came true. Or, perhaps Buggy discovered one of the Ancient Weapons and for this reason the World Government believes him to be a threat to their interests.
Regardless of the reasons for which Buggy came to power, the reality is that he is still considered a cowardly pirate who could not deal with the implications of the position, although it should not be forgotten that he is immune to the Haki-covered cut, one of the attacks deadliest in the world of One Piece.
